The Apex Professional University Act 2012 [Act No 07 of 2013] establishes the Board of Governors of APU as the University’s governing body. The function, powers and composition of the Board of Governors of the University is as per the provisions of the Act and Statutes of the University. It consists of 6 nominated members and 5 Ex-Officio members including the Chancellor, Vice-Chancellor, Registrar, Education Secretary to Government of Arunachal Pradesh and nominee of University Grants Commission (UGC), Ministry of HRD, Government of India. The Board meets formally at least two times in each academic year.
The Board of Governors has overall responsibility to provide leadership, good governance and oversight of the Apex Professional University. The Board of Governors approves the University’s strategic plan, monitors the University’s progress, and approves the University’s budget, annual reports, policies and delegations of authority. Through its strategic oversight, the Board of Governors ensures the effective overall management of the University. The Board of Governors ensure that university officers perform its functions and exercises its powers appropriately, effectively and efficiently.

The Board of Management is the chief executive body of the University. It consists of 4 Ex-Officio members including the Vice-Chancellor, Pro Vice-Chancellor, Registrar, Director of Higher Education – Government of Arunachal Pradesh and 7 nominated members. The Vice-chancellor is the Chairman and the Registrar is the Member Secretary of the Board of the Management. The general superintendence and control over the institutions of the University including the executive powers are vested in the Board of Management. It also decides on institutes’ special scholarships, fellowships, medals, rewards and distinguishes academic awards to be conferred by the University.
The Academic Senate acts as the University’s principal academic authority responsible for the maintenance of standards of instruction, education and examination within the University. The Academic Senate provides advice to the Board of Governor and the Board of Management on the University’s academic planning activities, policies and procedures for the instruction, training and research. It also recommends on institutes’ special scholarships, fellowships, medals, rewards and distinguishes academic awards to be conferred by the University. The Vice-chancellor is the Chairman and the Registrar is the Member Secretary of the Academic Senate.
As a statutory committee of the University, the Finance Committee has responsibility for oversight of financial strategy and viability, preparation of financial statements, oversight of University subsidiaries and management of capital projects and university investments. The University’s principal financial management functions reflect best financial practice, including that relating to any statutory and other external requirements and any associated borrowing requirements and insurance arrangements; The Committee consists of the Chancellor, Vice-Chancellor, the Finance Secretary to the Government of Arunachal Pradesh.The Chief Finance Officer is the Secretary of the Committee.
